The payback theory goes like this: [Leticia] Cantu-Cortez, the wife of newly elected state Rep. Phil Cortez, was bitter about her surprising 2011 District 4 City Council loss to political newcomer Rey Saldaña and decided to take out some of her angst on [Dr. Michael] Soto, who went against the establishment grain and endorsed Saldaña early in the race. So she and [Rafael] Diaz recruited Perez to settle the score.
