Parent trigger petition wins California court ruling

Parents at Desert Trails Elementary in Adelanto, California rounded up enough signatures to activate the “parent trigger”: when parents at a failing school ask that their local campus be handed over to a charter school operator. The school board allowed (encouraged?) some parents to rescind their signatures, which put the petition below the required 50% of parents.
